With these two tutorials, you will be able to make maps. The only things you won't be able to do are things which require special effects and other fancy features, though making a map like de_dust is possible (minus tracks on the ground, lighting effects in the tunnel, sound effects, the 3D skybox, wires... oh, quite a few things actually, but none of them are really important.). Of course, you'll need a lot of experience to make something as good looking as that map... but I can't help you with that. You've just got to experiment and mess about with everything.
